Project TEN - The Jewish Agency's flagship program is a ‘Learning Organization’, which uses external and internal evaluation processes to monitor and track its activities, measure the activities quality and impact, draw conclusions and acquire organizational knowledge. In order to evaluate project work processes and their impact on its target audiences, Project TEN uses the assistance of the ‘Digma Institute’ for applied evaluation.
Today, the main emphasis is placed on institutionalizing internal evaluation processes. Project TEN conducts ongoing evaluation processes in relation to its three main target audiences:
The Project TEN’s internal evaluation approach is based on the project's values and operating principles:
Objective-based Evaluation: The program has defined objective and success indices in terms of productivity and results.
Multidimensionality: In the evaluation indices - referring to the various target audiences, integration and cross-linking of information sources, evaluation tools and systems over time - immediate and continuous.
Comprehensive Evaluation Operations: Examining the link between inputs, process, productivity and results.
Empowering Evaluation: Formulating evaluation processes within routine work processes in terms of planning, execution and examining results; Fixed meta-field dialogue in evaluation findings.
